ORGANIZATION

NMAC MISSION STATEMENT

The Board of Directors is the policy body of the New Mexico Association of Counties. The Board consists of one member from each county, the officers and ex-officio members. This board, which elects the officers annually, meets at conferences and throughout the year.

The Worker's Compensation Pool and the Multiline Pool each elect a Board that meets every other month to conduct oversight responsibilities. Each operates under its own Joint Powers Agreement. 

The Law Enforcement Advisory Committee was created by the Multiline Pool Board to advise on Law Enforcement issues

The Executive Director is responsible for administering the Association's policies and programs. He selects the staff and together they work to provide New Mexico counties with the best possible service.

The Executive Committee (officers, the executive director, and County Regional Representatives) acts on behalf of the Board of Directors when so authorized.

The Affiliates are subsections of the Association that concentrate on specialized professional areas. The affiliates meet at our Midwinter Legislative Conference in January and at our annual conference in June. Each affiliate elects officers and has separate bylaws that conform with those of the NMAC. There are currently twenty-two affiliate groups of NMAC. The elected office affiliates are: Assessors, Clerks, Commissioners, Probate Judges, Sheriffs & Treasurers. The Administrative Affiliate is the County Managers.  The non-elected affiliates are: Attorneys, Cooperative Extension Service, Detention Administrators, DWI Coordinators, E911 Directors, Finance & Purchasing, Fire and Emergency Managers, GIS/Rural Addressers, Human Resource Administrators, Indigent Health Care (IHC), Information Systems, Land Use, Risk Managers & Road Engineers.

Associate Members are former county elected officials who are no longer serving in county government.

The mission of the NMAC Board of Directors is to work as a united governing body, by equally representing the interests of all counties through dedicated elected county officials.

This is accomplished by setting the budget, the legislative agenda, and all policy for the organization.

NMAC INSURANCE POOLS MISSION STATEMENT

The mission of Pools is to offer counties financially sound coverages at fair and reasonable rates and to provide services that substantially reduce the cost of risk for members.

This mission is accomplished through visionary & knowledgeable leadership, member education & participation & professional services that are responsive to the unique needs of county government.

PUBLICATIONS

 

"County News" Newsletter - A publication of the Association which serves as the official voice of NM Counties.

"Safety Flash" - A newsletter insert that informs and motivates counties to control and prevent losses.

Legislative Bulletin - A fax report sent frequently during the legislative session on bills and action; replaces the newsletter.

County Officials Directory - This directory contains a list of all county elected officials, managers, attorneys and others.

County Officials Procedures Manual - The Association has developed and published manuals, through NMSU, to provide county officials with a current description and index of the duties, responsibilities and procedures of their office.

County Survey Results - The Association Regularly gathers information on county issues and problems through surveys and distributes this information to its membership, state agencies and legislators.

INSURANCE POOLS

The pools were organized in 1986 and 1988. A county must be a member of NMAC in order to become a Pool member.

The Workers' Compensation Pool:

  • began operations July 1, 1987
  • provides medical and lost-time coverage for all county employees, including temporary employees
  • does not provide coverage for contract employees or volunteers
  • provides coverage for 28 counties
  • returned millions of dollars to pool counties for low claims

The Multiline Pool:

  • began operations January 1, 1989
  • provides property and liability insurance coverage for buildings and contents, automobiles, personal injury, general liability, public officials errors and omissions, criminal coverage including money and securities, and employee fidelity
  • provides coverage for 24 counties
  • returns money to pool counties for low claims

The Law Enforcement Liability Program began offering coverage to 22 member counties, August 1, 1995.

The Law Enforcement Advisory Committee:

  • was created by the Multiline Pool Board to advise on Law Enforcement issues
  • consists of four sheriffs and four detention administrators
  • reviews policies and procedures of county operations
  • oversees the Pool's Law Enforcement training Schedule
  • Reviews the losses of the Law Enforcement Liability Programs

EDUCATION AND TRAINING

Annual Conference - Held in June, this business and educational conference presents an opportunity for county officials, employees & state leaders to interact. The focus is to develop and adopt NMAC policy for the coming year, work on legislative issues for the upcoming legislative session and provide educational programs specific to each affiliate. Our officers are elected at this conference and the Worker's Comp Pool holds its General Membership Meeting.

Midwinter Legislative Conference - During legislative session NMAC members converge to review with their legislators the county perspective. Legislators are invited to join us at the conference during our Legislative Breakfast and Closing Session Luncheon among other events. The Multiline Insurance Pool holds its General Membership Meeting.

Affiliate Meetings/Workshops - The specialized interests of affiliates are addressed at retreats in the summer and fall. These events are conducted by the affiliate.

Better Informed Public Officials Conference - Each election year an educational meeting is sponsored to review the basics of professional county government. It is designed to aid those recently elected and acquaint them with county government as well as to serve as a refresher course for current officials.

Loss Prevention Workshops - Several times each year the Risk Management Department conducts up-to-the-minute training on a variety of risk related topics.
