PARTNERS FOR A CLEAN NEW MEXICO FUNDING

 

In December 2006, the New Mexico Association of Counties (NMAC) initiated a community needs assessment of all New Mexico counties to determine their need for funding for illegal dumping initiatives.   23 of New Mexico’s counties responded to the survey with the following needs: site clean up assistance $742,000, site maintenance assistance $504,000, community program assistance $372,000, outreach and education assistance $343,000, field operation assistance $367, 000, and tracking and evaluation assistance $152,000 totaling approximately $2.33 million. 

 

Additional survey responses included requests for technical assistance in developing model programs, ordinances, code enforcement policies and law enforcement training.  Prevention efforts are often impeded by cost, lack of sufficient infrastructure for enforcement, and lack of other resources.  It is obvious that if these numbers are indicative of county illegal dumping costs, the problem is much greater when addressed at a statewide level.  During the signing of the strategic plan, many state Cabinet members shared concerns on the impacts illegal dumping has on their annual budgets.

 

NMAC is seeking funding on behalf of the 33 counties, cities, tribal entities, state government, federal agencies, private industry and non-profit organizations, to collaboratively address illegal dumping in the state of New Mexico.  Developing an effective process to address an issue of this magnitude and importance, and involving so many different entities, will demand consistent and professional development and management.
