Chris previously served as Assistant Chief Counsel and Senior Legal Advisor to the Department of Homeland Security, U.S. Customs and Border Protection.  In that capacity he provided legal advice to Federal Law Enforcement officers on issues impacting operations along the United States Border with Mexico.  He represented management in labor and employment law matters before the Equal Employment Opportunity Commission, Merit Systems Protection Board, Federal Labor Relations Board, and third-party arbitrators.  Chris served as a Special Assistant United States Attorney representing the Federal government on immigration enforcement issues. Prior to and concurrent with his service with DHS, Mr. Ryan was an officer in the Army Judge Advocate General Corps.  In 2015 he retired as a Colonel from the U.S. Army JAG Corps Reserves. He is a graduate of the University of New Mexico School of Law, Eastern New Mexico University, and grew up in Los Alamos, New Mexico. 
Role at NMAC
Chris provides legal advice and representation to County government officials on labor and employment law litigation, law enforcement authority, civil rights, immigration law, and general litigation matters.
