Legislative

The NMAC lobbying team works year round to advance the legislative priorities of the counties through the voices of their Affiliate organizations. Legislative team support includes: (1) providing early assistance to the Affiliate groups with identifying matters requiring a legislative or constitutional fix; (2) discussing the issues with the full Board of Directors for determination of which will ultimately be adopted as NMAC priorities; (3) taking the many steps required to turn the resolution into a bill.

Lifecycle of NMAC Legislative Priority Resolution

Spring Affiliate Meetings
Affiliates consider possible legislative resolution for Annual Conference.

June Annual Conference
Affiliates submit resolutions during Conference.
Board of Directors accepts resolutions for review at end of conference .

July Affiliate Council Meeting
Executive Committee Officers and Affiliate chairs meet to discuss resolutions .

August Board Retreat
Affiliates present resolutions to Board Board votes to accept 5 or 6 resolutions as legislative priorities.

Legislative Interim Committee Meetings
NMAC presents bills to Interim Committees Committees vote to endorse some bills .

November Joint Meeting with New Mexico Municipal League (NMML)
NMAC and NMML Executive Boards meet to discuss and endorse legislative priorities .

Selection of Sponsor & Drafting by Legislative Council Service
Affiliate reviews language before it is finalized .
