Assist the County Manager in directing, planning, and administering the activities of County operations, provide highly responsible and complex administrative assistance and support to the County Manager, assume responsibilities of the County Manager at his/her discretion, and provide oversight for the administrative functions including but not limited to Finance, Human Resources, Intergovernmental Relations and Public Information.  Assist in the management and oversight of all County Departments.  Provide advice, guidance and support to the County Manager, Department Directors and Elected Officials in adopting compensation plans, programs and benefits that enable the County to recruit, hire and retain a high performance workforce.  Manage the County’s response to employment related legal claims.  Demonstrate strong ethical, professional, and service oriented leadership.  Exercise judgment and discretion; formulate administrative policies and develops plans to serve the current and future human resources needs of the County.
