Under administrative supervision, performs the full range of professional and complex procurement work in managing centralized purchasing support services. Responsibilities include but are not limited to ensuring compliance with all relevant laws, rules, and regulations; reviewing and evaluating all aspects of competitive bid solicitations; evaluating, formulating and recommending policies and procedures to maintain and improve an effective and efficient purchasing office; and developing and facilitating training for County employees on purchasing policies and procedures. The incumbent exercises discretion and independent judgment within established guidelines, analyzes complex operations, develops recommendations to implement systemic improvements, and provides professional advice to Finance Director regarding the purchasing function and its impact on the County.
