Prior to joining NMAC, Joy was the Health and Safety Director of the Tierra Del Sol Chapter of the American Red Cross, managing over 400 contract instructors and serving nine counties in northern New Mexico. She worked for the State of New Mexico for more than 11 years in various positions at the New Mexico Tourism Department’s New Mexico Magazine and Economic Development Department’s Trade Division. Joy is a graduate of the Leadership New Mexico Core Program and Local Government Program. Joy holds a Bachelor’s of Science in Business Administration with a concentration in Public Administration from the University of Phoenix and is currently pursuing an MBA with a concentration in Strategic Management and Policy  from the University of New Mexico’s Anderson School of Management.
Role at NMAC
As the Government Affairs Director, Joy provides oversight and direction to the Government Affairs and Members Services Department with a special focus on developing collaborative partnerships to promote and protect county interests in state and federal initiatives. These efforts include engaging in rule-making processes and regulatory reform and serving as a member of the NMAC legislative team. She serves as a liaison to the National Association of Counties, New Mexico Congressional Delegation, NMAC Public Lands & Natural Resources Policy Committee, and EMS Committee. Joy also serves as the NMAC representative on the New Mexico Water Trust Board (proxy), New Mexico Energy, Minerals, and Natural Resources Fire Planning Task Force, New Mexico State Forestry’s Communities at Risk Subcommittee, and New Mexico Environment Department’s Water Infrastructure Team.
